New York Governor Andrew Cuomo announced that the state has started accepting applications for the $25 million "Connect NY" program to promote and expand broadband Internet access. The grants will be awarded to public-private partnerships comprised of internet service providers, local governments and economic-development organizations.

Whether to attract federal grants, keep up with demand to graduate more highly skilled students, or advance the capabilities for research and exploration, universities are pushing for state funding to invest in science buildings and other infrastructure needed to expand research capacity and improve competitiveness. In New Jersey, a measure to approve $750 million in higher education borrowing to build and renovate campus facilities will go to the voters in November.

The Obama administration announced winners of the Advanced Manufacturing Jobs and Innovation Accelerator Challenge on Tuesday. The challenge — publicized earlier this year — is one of the key initiatives of the interagency Taskforce for the Advancement of Regional Innovation Clusters and is sponsored by a partnership between the U.S. Department of Commerce, the National Institute of Standards and Technology, the Departments of Energy and Labor, and the Small Business Administration.

A competition for high-risk, high-reward research funding recently was announced under the Technology Innovation Program (TIP). The goal is to improve critical manufacturing processes that reduce costs, save time, increase quality or reduce waste to dramatically improve the competitiveness of process-based industries, including the biomanufacturing sector, which produces vaccines and other biopharmaceuticals. To fund the program in its first year, $25 million may be available for up to 25 projects. The deadline to apply is July 15.

The State University of New York has released a ten-year strategic plan to help revitalize the New York state economy. One major element of the plan is increasing the university's involvement in statewide entrepreneurship through several new inititiatives, including SUNY Start-UP, which would invite entrepreneurial mentors on campus to work with students and professors, and SUNY-INC, which would align research teams across the state to accelerate the commercialization of new technologies. Maryland legislators recently passed the FY11 budget, allocating $10.4 million for stem cell research and $8 million for tax credits for biotechnology companies. Many of the appropriations follow closely in line with Gov. Martin O'Malley's recommendations, which aim to support the Maryland BIO 2020 initiative, a statewide plan investing in biotechnology over 10 years.

Having the tools and resources to develop innovative concepts and products and move discoveries from the lab to the marketplace is an essential component for building tech-based economies. Research parks, a place where innovative ideas are borne, partnerships between university and industry are created, and companies grow and create new jobs, provide a foundation for the kind of economic growth necessary to compete in a global economy. Over the past few months, development plans and groundbreaking announcements from research parks across the nation have been made.

The University of Virginia has named W. Mark Crowell, vice president for business development at The Scripps Research Institute, to the newly created position of executive director and associate vice president for innovation partnerships and commercialization.

Maryland Governor Martin O'Malley recently announced a new effort to direct $100 million to public and private venture capital investors. The InvestMaryland program would offer insurance companies tax credits to generate the funds, which would either be invested directly in startup companies or in private venture firms. Governor O'Malley's current proposal would provide $50 million to the Maryland Venture Fund and the other $50 million to venture capital firms.

JDG Associates, Executive Search Consultants, has been retained by the suburban Maryland-based National Institute of Standards and Technology (NIST) to recruit two key leaders:

• The Director for Innovation and Industry Services will focus on technology transfer and commercialization along with the fostering of public/private partnerships and joint ventures; and,

The NY-BEST Board of Directors released a solicitation to acquire an Executive Director for NY-BEST and an organization to provide operational support.

The $68.2 million FY 11 budget approved last week for the New York State Foundation for Science, Technology and Innovation (NYSTAR), allows the foundation to continue to provide 10 percent matching funds for research institutions and businesses in order to attract federal, private and industry funds. The budget allocates $29.5 million in FY11 for a matching grants program started with ARRA stimulus funding and $5.2 million for the state's six Centers of Excellence.

John Collar, the chief executive officer and president of the Colorado BioScience Association, resigned this week to pursue other business opportunities. Denise Brown has been selected serve as the organization's interim executive director while a search is conducted for Collar's replacement.

Grants made for stem cell research projects in 2008 through the Maryland Stem Cell Research Commission and the Maryland Technology Development Corporation yielded a return of nearly $3 million to state and local governments and supported more than 500 high-paying jobs, finds a recent impact report. A total $38 million was awarded to researches in 2007 and 2008 following the passage of the Maryland Stem Cell Act of 2006 and Gov. Martin O'Malley's $1.3 billion BIO 2020 Initiative in 2008, which includes $20 million per year for stem cell research.

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Building on the momentum of the InvestMaryland initiative passed last session, Gov. Martin O'Malley unveiled a joint venture between the state, federal research labs and academic institutions to accelerate technology commercialization. Under the Maryland Innovation Initiative, participating universities would pay a fee of $250,000 each year and, when leveraged with state funds and private donations, a pool of money would be used to award grants to startup companies seeking to advance research from Maryland labs.

As many states near the mid-point of their 2012 legislative sessions, we thought it would be a good time to take a look at some of the bills advancing in statehouses that could impact states' efforts to improve economic conditions. Several states are seeking to advance access to capital initiatives as they continue to struggle with declining revenue and tight credit restrictions. The following overview provides a sampling of TBED bills supporting access to capital, R&D enhancements and higher education standards.

Providing Access to Capital

The Abell Foundation and Maryland Technology Development Company (TEDCO) announced the Propel Baltimore Fund — a $3.3 million angel investment fund targeted at startups and entrepreneurs in Baltimore. The fund will invest in technology companies with innovation-focused business plans that are located in Baltimore or are willing to relocate to the city. Initial investments will be between $50,000 and $100,000 (maximum investment of $220,000 per company). Propel investments will require a 50 percent match from outside investors. A new report from TechNet finds that on the two-year anniversary of the National Broadband Plan aimed at getting more Americans to use broadband at home, the adoption rate remains about the same. The study identifies several reasons behind the plateau and calls for better coordination among policymakers and private stakeholders to improve adoption rates. Meanwhile, some states have big plans in the works to improve their broadband networks, including governors in Hawaii and New York pushing for funding to expand Internet access to underserved areas.

Funding is inlcuded for Gov. Andrew Cuomo's regional economic development initiatives under a FY13 budget agreement between the governor and legislative leaders announced earlier this week. This includes a new round of funding for the state's 10 regional councils and university challenge program initiated last year. The agreement also provides a down payment on the Buffalo Regional Innovation Cluster and funding to create a statewide energy initiative.
