Gov. Martin O'Malley last week unveiled details of his proposed $100 million venture fund announced last year during his re-election campaign as an initiative to grow the state's knowledge-based industries, particularly within the life sciences sector (see the June 9, 2010 issue of the Digest).

Hosted by TechColumbus, SSTI's 15th Annual Conference will be held at the Hyatt on Capital Square in Columbus, Ohio on November 8-9, 2011. Facing massive government deficits and stagnant regional economies, many states are exploring new options for their economic development activities. Three states recently have taken steps towards eliminating their primary economic development agencies, and replacing them with public-private partnerships, intended to reduce state spending and improve the responsiveness of state efforts.

The Board of Directors of the Oklahoma Manufacturing Alliance is seeking a new president who will play a leading role in developing strategy for modernizing Oklahoma's industrial base. The successful candidate will possess strong leadership skills, demonstrated administrative ability, entrepreneurial management skills, organizational awareness, political sensitivity, and the ability to establish rapport with numerous constituencies.

The Tennessee Biotechnology Association has changed their name to Life Science Tennessee.

Ann Arbor SPARK recently added Bill Mayer as director of their business accelerator team.

Joann Rockwell MacMaster has been appointed site director for the Arizona Center for Innovation at the UA Tech Park.

Catherine Renault resigned from her position as director of the Maine Office of Innovation effective December 3.

The National Institutes of Health (NIH) is seeking input from the public and NIH staff on the proposed creation of a new center that would support translational science and consolidate several existing translational research programs. The National Center for Advancing Translations Sciences (NCATS) would support the development of therapeutics and clinical care from basic research discoveries.

 JumpStart Inc. invites applications for the position of president, JumpStart Advisors. This is an exciting opportunity for a business leader who has significant experience in providing direct consulting services, as well as managing multiple consulting project teams, and would like to lead a nationally significant effort that has the promise to transform the way regions think about their innovation and entrepreneurial ecosystems.

Maryland Governor Martin O'Malley recently announced a new effort to direct $100 million to public and private venture capital investors. The InvestMaryland program would offer insurance companies tax credits to generate the funds, which would either be invested directly in startup companies or in private venture firms. Governor O'Malley's current proposal would provide $50 million to the Maryland Venture Fund and the other $50 million to venture capital firms.

Andre Pettigrew, the director of the Denver Office of Economic Development, will become the first executive director of Climate Prosperity Inc., a Washington, D.C., climate-change think tank. LaCharles Keesee, the city's deputy chief financial officer, will assume an interim role as head of the city's economic development department until a final replacement is named.

Fifteen years ago this week, the SSTI Weekly Digest launched with two pages faxed to a distribution list of 56. We faxed it on Fridays because, at the time, Sprint offered free faxing on Fridays. When we started the Digest, one of our board members expressed concern about not having enough material to produce a weekly newsletter; as it turned out, that's never been a problem. As technology has changed, so has the Digest, and we're always looking for the best ways to communicate and get out the news.

Bob Crowley, president of the Massachusetts Technology Development Corp., will step down June 30. Crowley has held the position since 2002 and has been with the quasi-public agency since its beginning in 1978.

Mitch Adams, executive director of the Massachusetts Technology Collaborative is resigning after leading the agency for nearly a decade.

Leasing the state's wholesale liquor distribution system to JobsOhio to provide a dedicated funding source of about $100 million annually for job creation is a key component to reforming Ohio's economic development efforts under Gov. John Kasich. The governor unveiled the plan last week as part of the 2012-13 biennial budget. The proposed budget also sets aside $33 million in the second year of the biennium to facilitate the transfer of economic development initiatives from the Ohio Department of Development (ODOD) to the newly established nonprofit corporation.

Akron Mayor Don Plusquellic announced the plans to form the "Akron Development Corporation Seed Fund" in his State of the City address on Tuesday. Recent announcements of new and emerging technology incubators range from Google's selection of Cape Town, South Africa to launch a pilot incubator supporting technology entrepreneurs that it hopes to replicate globally to Alabama Gov. Robert Bentley's plan to create a statewide business incubator focusing on workforce training. Select announcements from across the globe are highlighted below.

The National Heart, Lung, and Blood Institute, National Institutes of Health in Bethesda, Maryland is seeking a dynamic and innovative biomedical/biotechnology expert to provide strategic leadership as the director of the newly created Office of Translational Alliances and Coordination (OTAC). The OTAC is charged with accelerating the translation of basic discoveries and innovations into new diagnostics, devices, and therapeutics, and facilitating the development of new technologies via SBIR initiatives.

Crafting a regional TBED strategy is a difficult proposition. First, you figure out where you are. You check the data, conduct surveys and talk to the right people. Then, you figure out where you need to go. You look at other regions, and, again, talk to the right people. Using that information, you try to chart a course from where you are to where you want to be. The path, however, is rarely a straight line.

Want to know more about the Obama Administration's innovation strategy? SSTI is pleased to welcome two key administration officials to this year's conference. Ginger Lew, Senior Counselor to the White House National Economic Council (NEC) and the Small Business Administration (SBA), and Brian McGowan, Deputy Assistant Secretary of Commerce and COO for the U.S. Economic Development Administration (EDA), will discuss the administration's plans to support innovation.

Voters in more than 30 states will go to the polls to choose a governor later this year. For TBED professionals, gubernatorial elections can mean uncertainty. Will the next administration put economic development and technology on the agenda? Will the new governor support existing agencies and programs, or will he/she introduce new initiatives? What will happen to the budget for TBED programs?
