NSF RELEASES ERC PERFORMANCE STUDY
A recent study found that 90 percent of industry participants benefitted in some way by participating in the National Science Foundation's (NSF) Engineering Research Center (ERC) Program. Nearly a quarter of all firms reported having developed a new product or process as a result of their interaction with an ERC, and two-thirds reported that their firm's competitiveness had increased.
COLWELL CONFIRMED AS NEW NSF DIRECTOR
Rita Colwell was confirmed by the Senate on May 22 as the new National Science Foundation (NSF) Director. She is expected to be sworn in within a few weeks. Dr. Colwell was the President of the University of Maryland Biotechnology Institute and former President of the American Association for the Advancement of Science. She has a Ph.D. in marine microbiology from the University of Washington.
MEP to Help Small Manufacturers with Year 2000 Issues
The Manufacturing Extension Partnership (MEP) and its nationwide network of centers are stepping up efforts to help smaller manufacturers avoid being bitten by the "millennium bug." The Stamford, Conn.-based GartnerGroup, a leading authority on information technology issues, has reported that as of 1997, 88 percent of all companies with fewer than 2,000 employees had not yet started Year 2000 remediation projects.

Dr. Eugene Wong has been named assistant director for engineering at the National Science Foundation. As the head of NSF's engineering directorate, he will oversee a $320 million annual budget. His most recent position was with a start-up California company.

Colwell, the current President of the University of Maryland Biotechnology Institute and former President of the American Association for the Advancement of Science (AAAS) and a former member of the National Science Board, has been nominated by President Clinton to serve as the next deputy director of the National Science Foundation.
NSF Reclassifies R&D Budget, Cutting SBIR Funds
The National Science Foundation (NSF) has decided to reclassify its R&D budget, which will result in a reduction of funding available for its Small Business Innovation Research program (SBIR). The reclassification was recommended by Inspector General Linda Sundro. NSF Director Neal Lane has concurred with the recommendations.

BORDOGNA NAMED NSF DEPUTY DIRECTOR
The President announced his intent to nominate Dr. Joseph Bordogna as Deputy Director of the National Science Foundation (NSF). Dr. Bordogna has served as Acting Deputy Director and Chief Operating Officer of the National Science Foundation since 1996. For the four years prior to this service, he was the Assistant Director for Engineering at the National Science Foundation.

The award figures were compiled from the NSF Fast Lane website. (There were no Phase I awards reported within the 13 states omitted from the table.

NSF Invests $10 Million in New Engineering Research Centers
The National Science Foundation (NSF) has invested $10 million to fund the first year of new Engineering Research Centers (ERCs) in Georgia, Hawaii, Maryland, South Carolina and Virginia. Each of the five centers will receive $2 million in the first year from the NSF, leveraged by support from industry, state governments and partnering universities. NSF will support the centers for five years, after which the support agreement is subject to renewal.

The National Science Foundation has published Federal Funds for Research and Development: Detailed Historical Tables: Fiscal Years 1951-2001. The five-volume report includes seven tables (55-61) that present the data by state for the period 1970-1999. Federal R&D obligations are characterized by industrial, university, nonprofit, FFRDC and intramural performers.

NSF Inspector General Reviews EPSCoR
With an overall positive review, the Office of the Inspector General within the National Science Foundation (NSF) has made several recommendations for improving the performance of NSF's Experimental Program to Stimulate Competitive Research (EPSCoR). EPSCoR plays an important and strategic role in many states’ efforts to build a stronger research enterprise and tech-based economy. In FY 2000, the NSF EPSCoR program distributed $51.7 million to 19 states and Puerto Rico.
