Last Thursday, Gov. Jennifer Granholm signed bills to aid Michigan’s tool and die industry and to promote new venture capital investment in the state’s high-tech industries.

The Michigan Economic Development Corporation has named Sandy Ring to the new position of vice president for economic development policy.

Lizabeth Ardisana was elected Chairperson of the Michigan Hispanic Chamber of Commerce, becoming the first woman to hold the position in the state.

Measuring the strength of a state or region’s economy, particularly the elements related to tech-based economic development, is a tricky but vital tool for developing and updating TBED policies. Several challenges present themselves when deciding what information to present on the elements of the innovation system and assessing the region’s health and performance relative to appropriate surrogates.

 

Gov. Jennifer Granholm unveiled her fiscal year 2009 budget last week, proposing to refinance a portion of the state’s general obligation and taxable tobacco bonds and reduce spending across nearly all state departments in order to finance new proposals without raising taxes.

 

Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.

On Tuesday, voters in Maine approved Governor John Baldacci's request to issue $60 million in bonds to finance several research infrastructure, economic development and housing related projects. Packaged and marketed as the Jobs Bond, the measure won easily with 60 percent of the vote in this special election. Around the country, the current funding climate is forcing some technology groups to explore new relationships with each other, including consolidation. In other cases, it just makes good sense. Governor John Baldacci used his February 5 budget address to outline a proposal to float a $70 million economic development bond, the majority of which would be dedicated to research and development projects. The State of Maine's Experimental Program to Stimulate Competitive Research (EPSCoR) Committee is seeking a Statewide EPSCoR Director to provide leadership and vision for the State's EPSCoR Committee, called the Research Capacity Committee (RCC), and the state's research enterprise. Working directly with the RCC, the Director participates in the development and implementation of the state's EPSCoR strategy. The Director also reports to the Chair of the RCC.

State and local governments are starting to develop entrepreneurship programs, but the past decade's progress could be threatened by the looming fiscal crisis facing the states, according to a new study released by the National Commission on Entrepreneurship (NCOE) and the Center for Regional Economic Competitiveness (CREC).

Maine Governor John Baldacci got nearly everything he wanted in a bond proposal to encourage technology-based economic development (TBED). The Maine legislature shaved $10 million from the Governor's original request before passing the bond on to Maine voters for consideration at a special referendum June 10. William Rosenberg has resigned from his position as CEO of the Michigan Broadband Authority. which approved its first loan at the end of March for wireless broadband service in several small towns.

Michael Witt has been appointed Executive Director of MichBio, the state's bioscience industry association.

Doug Rothwell, President and CEO of Michigan Economic Development Corp. until the end of Gov. Engler's administration in January, has accepted the position of executive director for worldwide real estate at General Motors Corp.

Howard Bell is the new executive director of Wayne State University's Research and Technology Park. One of the state's SmartZones, the park was recently named the permanent site for Michigan's $50 Million NextEnergy Center.

Michigan's NextEnergy Center, the central component of Gov. John Engler's $50 million fuel cell initiative, will be located within Wayne State University’s Research and Technology Park in Detroit, the Michigan Economic Development Corporation (MEDC) recently announced. Wayne State is situated in the Woodward Technology Corridor, one of 11 SmartZones located across Michigan.

With more than 700 facilities around the country, federal laboratories and research centers can provide many resources for communities to tap as they strive to develop tech-based economies: technologies available for transfer and commercialization; facilities and technical staff available to partner with companies and universities for research; and, connections to funding and procurement opportunities.

Former Lansing Community College president Paula Cunningham is the new director of the Michigan Department of Labor and Economic Growth.

A review of recent grant announcements from across the country reveals the growing importance the Economic Development Administration (EDA) places on supporting technology-based economic development projects. EDA's emphasis on technology-led economic development is expected to be the focus of  a keynote address delivered by Dr. David Sampson, Assistant Secretary of Commerce for Economic Development and EDA head, at SSTI's Sixth Annual Conference this October 2-3.
