Over the last 10 years, the State of Maine has invested more than $296 million into R&D – an impressive figure for a state with an average population over the decade of just over 1.3 million people. Advanced research grants and equity financing are just two items slated for funding in Maine Gov. John Baldacci's $120 million revenue bond package, unveiled last week. The tech-based economic development (TBED) items would receive a combined $7 million in funding. The largest portion of the governor's package, $65 million, is dedicated to land conservation and parks. Other elements address housing, health and environmental issues.

Nearly every region engaged in building a tech-based economy wants more access to seed and venture capital money. It's particularly useful when your largest employer announces it will lay off up to 23 percent of its workforce – as many as 5,000 people in your community and 15,000 across the globe – during the next three years.

New York Governor George Pataki, in his 10th State of the State Address last week, outlined a variety of initiatives designed to further promote tech-based economic development (TBED) in the state. From refining the state's Empire Zones program and strengthening the manufacturing sector to making New York a leader in renewable energy and academic research, the governor's agenda is not short on TBED items.

Measuring the strength of a state or region’s economy, particularly the elements related to tech-based economic development, is a tricky but vital tool for developing and updating TBED policies. Several challenges present themselves when deciding what information to present on the elements of the innovation system and assessing the region’s health and performance relative to appropriate surrogates.

 

Implementing successful technology-based development initiatives in rural areas is an ongoing challenge for many parts of the country. Earlier this month, New York Gov.
