President Bush announced he will nominate Assistant Secretary of Commerce Sandy Baruah to serve as the administrator of the Small Business Administration.

A consortium of Michigan’s 15 public universities recently announced a decade-long initiative to launch 200 new businesses in the state. The Michigan Initiative for Innovation and Entrepreneurship (MIIE) plans to raise and distribute $75 million over the next seven years through grants for commercialization projects, university-industry partnerships and entrepreneurship education.

Last month, Gov. Jennifer Granholm announced legislative approval of two TBED priorities unveiled during her State of the State Address, a program supporting in-state entrepreneurs and continued investment in an initiative to train displaced workers.

According to National Science Foundation (NSF) data released two weeks ago, companies spent in aggregate $247.7 billion on R&D expenditures performed in the U.S. in 2006. Leading the nation was California, with $58.4 billion in industrial R&D, followed by Michigan ($16.5 billion), Massachusetts ($15.6 billion), New Jersey ($14.6 billion), and Texas ($13.3 billion).
 

As many stories in this issue of the Digest point out, academic institutions serve a critical role in performing R&D for the nation’s innovation pipeline. While most of the attention of national policymakers is directed toward the size of federal and industrial investments in R&D, the burden of financing the infrastructure to support much of that research activity falls on states and institutions of higher education. And that burden has a steep price tag.

Technology-focused incubators are an important component to fostering entrepreneurial development in a region by nurturing businesses in the earliest stages of development and helping them grow into larger companies that employ high-wage workers and bring new technologies to the market. The following select announcements provide an overview of new incubators from across the nation, illustrating the vital role of entrepreneurial development in growing high-tech regional economies.

John Hindman announced his resignation as secretary of the Kentucky Cabinet for Economic Development.

Governor Rick Perry recently announced Alan Kirchhoff of Austin has been promoted to director of Texas Emerging Technology Fund (TETF). Kirchhoff replaces longtime Perry advisor and former TETF director Mark Ellison, who left the Governor's Office to become associate vice chancellor of economic development for the Texas A&M University System beginning Oct. 1, 2008.

John Austin is the newly appointed executive director of the New Economy Initiative for Southeast Michigan.

Tom Cech announced he will return to the University of Colorado at Boulder next year to pursue laboratory research and teaching after eight years as president of the Howard Hughes Medical Institute.

Rallying the myriad local organizations, chambers of commerce and political jurisdictions of any large metropolitan area toward a shared economic development agenda is challenging. To twist a phrase from supply-side economics, the “trickle around” theory of benefits – when any major economic development project occurs in one community will have spillover benefits for the entire region – is a tough sell to communities and school systems trying to keep their budgets in the black.

The Aerospace, Manufacturing and Information Technology (AMIT) Cluster of Southern Arizona has consolidated its operations with the Arizona Technology Council.

In signing the state budget last Thursday, Wisconsin Gov. Jim Doyle approved spending $5 million for two new programs supporting agricultural and forestry bio-based industrial development. Bio-based industries convert the carbohydrates in plants into fuels, polymers, fabrics, and other chemicals.

Pat Dillon has taken a position with the Wisconsin Entrepreneurs’ Network, an initiative to support high tech, high growth companies in Wisconsin.
