Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

As the angel investment community continues to evolve from individual investors to sophisticated angel investment groups, the Kauffman Foundation and the Angel Capital Association (ACA) have jointly published a new guide designed to help angels form the most effective angel organizations for their communities.

Utah State University named J. Michael Brooks as director of its Innovation Campus. He will also serve as associate vice president for research and economic development, beginning Sept. 20.

Not all of the pieces critical to building an innovation-based economy have to cost hundreds of millions of dollars, as might be suggested in the Florida and Pennsylvania stories above. Gov. Matt Blunt's Feb. 2 call for the state to provide $2 million for a new Missouri Life Science Incubator - designed to help researchers move their science from the laboratory to commercial businesses - provides a case in point.

While rural regions strive to establish basic high-speed Internet connections, larger cities such as St. Louis, Oklahoma City and Roanoke, Va., are looking to establish free, wireless Internet access across several blocks to encourage economic development. Recent reports show efforts are underway to speed the technology's deployment in each of the metro areas.

Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Arizona taxpayers paid at least $100 million for the TGen Institute. The east coast version of Scripps cost Florida a cool $500-plus million. How much should Kansas City expect to pay the Stowers Institute for Medical Research to double the size of its 600,000 sq. ft. research facility instead of locating a second campus elsewhere?

Not a dime.

Kelvin Simmons is the new director of the Missouri Department of Economic Development, replacing Joe Driskell who held the position for 10 years. Simmons had been serving as chairman of the state's Public Service Commission.

The Ewing Marion Kauffman Foundation awarded on Monday $25 million in grants to eight U.S. universities that pledged to make entrepreneurship education available across campus. The selected universities, shown with their award amounts, are:

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Missouri Small Business Technology Development Center invites applications for an associate state specialist (counselor). This position serves as a statewide specialist to provide leadership, expertise, and training to University faculty and staff, and private sector clients with SBIR/STTR.

Kathy Collins has been appointed as the Wisconsin Entrepreneurs’ Network (WEN) regional director in Madison. Previously, Collins worked as the technology and financial development manager in the Commerce Division of Business Development.

Ron Cox has been appointed as the assistant dean for economic development in the engineering college at Iowa State University. He retains his current position as director of CIRAS, the Center for Industrial Research and Service.

During the upcoming legislative session in Missouri, lawmakers will consider a proposal by Gov. Jay Nixon to create a funding source aimed at attracting top scientists, commercializing research, recruiting and building science infrastructure, and creating capital programs for early-stage technology companies. The Missouri Science and Reinvestment Act (MOSIRA) would dedicate an annual portion of new tax revenues generated by biotechnology companies to a newly-created state fund administered by the Missouri Technology Corporation.

Gov. Gary Herbert unveiled last month an $11.3 billion spending plan for FY11 that maintains level funding for higher education and slightly reduces funding for the Utah Science Technology and Research initiative (USTAR). The governor's FY11 budget plan addresses a $693 million shortfall, which is spread across FY10-11 and anticipates $34 million in state revenue growth during the next year.  Read more ...
