As the angel investment community continues to evolve from individual investors to sophisticated angel investment groups, the Kauffman Foundation and the Angel Capital Association (ACA) have jointly published a new guide designed to help angels form the most effective angel organizations for their communities.

Not all of the pieces critical to building an innovation-based economy have to cost hundreds of millions of dollars, as might be suggested in the Florida and Pennsylvania stories above. Gov. Matt Blunt's Feb. 2 call for the state to provide $2 million for a new Missouri Life Science Incubator - designed to help researchers move their science from the laboratory to commercial businesses - provides a case in point.

While rural regions strive to establish basic high-speed Internet connections, larger cities such as St. Louis, Oklahoma City and Roanoke, Va., are looking to establish free, wireless Internet access across several blocks to encourage economic development. Recent reports show efforts are underway to speed the technology's deployment in each of the metro areas.

Two bills passed by the Missouri General Assembly last week include more than $32 million to support new initiatives to promote TBED activities in the state. Programs to support bio-agricultural research, technology commercialization and business growth won the lion's share of the new appropriations.

The launch of a targeted small business development program designed to foster the success of new high growth, high-tech firms in Vermont was announced last month at a press conference by Sen. Patrick Leahy, Gov. James Douglas and University of Vermont (UVM) President Daniel Fogel.

The University of Vermont announced that Janice St. Onge has joined the Vermont Business Center as the director of business education.

Arizona taxpayers paid at least $100 million for the TGen Institute. The east coast version of Scripps cost Florida a cool $500-plus million. How much should Kansas City expect to pay the Stowers Institute for Medical Research to double the size of its 600,000 sq. ft. research facility instead of locating a second campus elsewhere?

Janice St. Onge has resigned from the Vermont Department of Economic Development to pursue career opportunities at the University of Vermont. St. Onge, whose resignation is effective Jan. 30, served for four years as the state's technology business development director.

Kelvin Simmons is the new director of the Missouri Department of Economic Development, replacing Joe Driskell who held the position for 10 years. Simmons had been serving as chairman of the state's Public Service Commission.

The Ewing Marion Kauffman Foundation awarded on Monday $25 million in grants to eight U.S. universities that pledged to make entrepreneurship education available across campus. The selected universities, shown with their award amounts, are:

Building on the his first economic plan, Vermont Governor James Douglas has announced a second set of proposals to retain and create jobs in the state. The governor's eight-page Creating Jobs for the 21st Century embodies several tech-based economic development elements within the four primary goals outlined below. Some of the highlights include:

President Obama has named Ron Bloom as the administration's senior counselor for manufacturing policy. Since, February, Bloom has been a senior adviser to Treasury Secretary Timothy Geithner, and he sits on the president's automotive industry task force.

Missouri Small Business Technology Development Center invites applications for an associate state specialist (counselor). This position serves as a statewide specialist to provide leadership, expertise, and training to University faculty and staff, and private sector clients with SBIR/STTR.

During the upcoming legislative session in Missouri, lawmakers will consider a proposal by Gov. Jay Nixon to create a funding source aimed at attracting top scientists, commercializing research, recruiting and building science infrastructure, and creating capital programs for early-stage technology companies. The Missouri Science and Reinvestment Act (MOSIRA) would dedicate an annual portion of new tax revenues generated by biotechnology companies to a newly-created state fund administered by the Missouri Technology Corporation.

Jim Douglas announced a plan to use $8.7 million in federal stimulus funds for job creation programs, including broadband infrastructure, low-interest loans and workforce training. Many of the proposals mirror last year’s SmartVermont plan, a proposal rejected by lawmakers that would have leveraged federal funds to provide $17.2 million for statewide economic development. As governors across the nation seek to fill record deficits, many new and longstanding TBED initiatives are facing challenging cuts or elimination. At the same time, governors are shoring up support for critical, targeted investments in the economy that they say are needed now more than ever.
