Nebraska Gov. Dave Heineman, however, is asking lawmakers to look beyond the state's current conditions and invest in economic sectors he says are likely to create high-quality jobs and enhance the state's "economic momentum."

More than half of the country’s governors have delivered their state of the state addresses. Last week’s addresses tended to relate to the national election and the incoming administration, with some governors heralding the change and others pledging to try to reach a bipartisan understanding while standing firm on issues they believe in, like climate change in California. Although TBED issues may not have been at the forefront of the addresses, science, technology and especially innovation and higher education continue to receive attention. This week we zero in on comments delivered by governors in California, Hawaii, Illinois, Massachusetts, Minnesota, Montana and Utah.

Gov. Lincoln Chafee has nominated Deputy Director William Parsons to lead the Rhode Island Economic Development Corporation.

Gov. Rick Perry has appointed J. Bruce Bugg, Jr. as president and chairman of the Texas Economic Development Corp.

Gov.-elect Steve Bullock tapped Meg O'Leary to be the Montana Commerce Department director.

With the number of startups on the rise, several states and cities are reaching out to entrepreneurs to connect them with the assistance and capital they need to survive.

Proposals that promise job creation and economic growth have taken center stage in several state legislatures. Lawmakers who recognize the importance of R&D, tech commercialization, access to risk capital, and investment in higher education are fighting for passage of TBED-focused bills in the final months of their states' 2011 legislative sessions.

Gov. Dave Heineman's proposal to support innovation, research and product development in Nebraska's small businesses and institutions of higher education was passed with unanimous support in the legislature. Lawmakers also approved an angel tax credit for investments in high-tech companies and a measure to create an internship program matching college students with businesses as part of the governor's Talent and Innovation Agenda (see the Jan. 19, 2011 issue of the Digest).

Tom Walker is departing i2E to join TechColumbus as CEO. Walker, a founding member of i2E, has served the private nonprofit for 14 years. Walker replaces Tim Haynes, who has been serving as interim CEO.

Mark Herzog will step down as executive director of the Virginia Biotechnology Association on June 1. Herzog will serve as senior vice president for corporate and government affairs at Health Diagnostic Laboratory, a Richmond-based company that conducts clinical tests.

Jeffrey Brancato has recently joined NorTech as vice president. Prior to joining NorTech, Brancato was the associate vice president for Economic Development at the University of Massachusetts.

Randal Charlton has announced his retirement as executive director of TechTown, the Wayne State University research and technology park. Leslie Smith, the general manager of TechTown has been appointed to fill the position beginning Nov. 1.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

Finding new and creative ways for high-tech companies to succeed is an important component in business incubation. A recent study examining best practices for supporting new company formation finds it is the synergy among multiple practices, policies and services that produces optimal outcomes. At the same time, collecting standardized measures, reporting on progress annually, conducting external independent evaluations, tracking programs, and continuing to enhance practices are singled out as important policy implications.

Evan Barrett was named chief business officer of The Governor's Office of Economic Opportunity in Montana.

David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.

Richard Baier has been appointed director of the Nebraska Department of Economic Development.

Nebraska Governor Mike Johanns has appointed Richard Baier as the state's first rural development director. Baier will work closely with the new Nebraska Rural Development Commission.

The University of Nebraska Technology Park has named Steve Frayser as president.

Lloyd Chestnut, vice president of research at the University of Montana is leaving to take the position as vice president for research and technology transfer at the University of North Texas.
