Gov. Lincoln Chafee has nominated Deputy Director William Parsons to lead the Rhode Island Economic Development Corporation.

Gov. Rick Perry has appointed J. Bruce Bugg, Jr. as president and chairman of the Texas Economic Development Corp.

Gov.-elect Steve Bullock tapped Meg O'Leary to be the Montana Commerce Department director.

University-focused initiatives that help bring new technologies and products to market help drive regional economic development and encourage an entrepreneurial culture on campuses. SSTI’s latest Trends in TBED report featured a number of commercialization efforts launched in 2013, including university-based funds to support ideas from faculty, staff and alumni. So far, 2014 also has proven active in this area with the announcement of several new initiatives to support university technology startups.

Tom Walker is departing i2E to join TechColumbus as CEO. Walker, a founding member of i2E, has served the private nonprofit for 14 years. Walker replaces Tim Haynes, who has been serving as interim CEO.

Mark Herzog will step down as executive director of the Virginia Biotechnology Association on June 1. Herzog will serve as senior vice president for corporate and government affairs at Health Diagnostic Laboratory, a Richmond-based company that conducts clinical tests.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

Finding new and creative ways for high-tech companies to succeed is an important component in business incubation. A recent study examining best practices for supporting new company formation finds it is the synergy among multiple practices, policies and services that produces optimal outcomes. At the same time, collecting standardized measures, reporting on progress annually, conducting external independent evaluations, tracking programs, and continuing to enhance practices are singled out as important policy implications.

Evan Barrett was named chief business officer of The Governor's Office of Economic Opportunity in Montana.

David Gibson, chief business officer of The Governor's Office of Economic Opportunity in Montana, has accepted a new position as associate commissioner for economic development. Beginning Jan. 3, Gibson will serve under Commissioner of Higher Education Sheila Stearns.

Montana Gov.-elect Brian Schweitzer tapped Tony Preite to serve as director of the state Department of Commerce. Priete is currently director of the office of commercialization and economic development outreach at the University of Montana and is a former regional director for the Colorado office of the Economic Development Administration.

New Mexico Firms Would Receive $30M in Venture Funding

Randy Burge has announced his resignation as director of the New Mexico Department of Economic Development's Office of Science and Technology. Mike Orshan will serve as acting director beginning Sept. 29.

Former New Mexico Gov. Garrey Carruthers (1987-1990) has been named vice provost for economic development at New Mexico State University.

Deborah Fleischaker has been appointed deputy secretary for the New Mexico Department of Economic Development.

Larry Willard, president of the University of New Mexico Board of Regents, is leaving the position to become chairman of the New Mexico Economic Development Corp.

As states and communities consider how to build a tech-based economy, the prospects of centering efforts around hydrogen fuel cell technology has become an increasingly appealing option. Fuel cells may have huge implications for the future, and the technology already is the focus of some states' multi-billion economic development strategies.

Gov. Bill Richardson has appointed his chief of staff, David Harris, to serve as executive director of the New Mexico Finance Authority.

Increased funding for equity investments and a new university-industry R&D partnership program are among the pieces of legislation New Mexico Governor Bill Richardson signed this week, greatly expanding New Mexico's portfolio of programs to grow a tech-based economy. Lloyd Chestnut, vice president of research at the University of Montana is leaving to take the position as vice president for research and technology transfer at the University of North Texas.

At the University of New Mexico, Avi Shama has been named Special Advisor to the President on Economic Development. The new position will encourage, coordinate and promote economic development activities of various UNM units.
