Bob Crowley, president of the Massachusetts Technology Development Corp., will step down June 30. Crowley has held the position since 2002 and has been with the quasi-public agency since its beginning in 1978.

Mitch Adams, executive director of the Massachusetts Technology Collaborative is resigning after leading the agency for nearly a decade.

Leasing the state's wholesale liquor distribution system to JobsOhio to provide a dedicated funding source of about $100 million annually for job creation is a key component to reforming Ohio's economic development efforts under Gov. John Kasich. The governor unveiled the plan last week as part of the 2012-13 biennial budget. The proposed budget also sets aside $33 million in the second year of the biennium to facilitate the transfer of economic development initiatives from the Ohio Department of Development (ODOD) to the newly established nonprofit corporation.

The Ohio Business Roundtable's independent assessment of the outcomes and impacts from the first $473 million invested from Ohio's Third Frontier (OTF) Program since its creation in 2003 shows the program providing an annualized return of 22 percent - and climbing. Presented to the Ohio Department of Development Dec. 8, the report reveals product sales of OTF-funded projects already equal $440 million alone, nearly matching the state's investment. An additional $3.2 billion of follow-on funding has been secured for OTF projects as well.

The National Institute of Standards and Technology is seeking qualified applicants for the director of the Technology Innovation Program (TIP). The director will serve as the executive responsible for managing and leading this critical program for NIST. The TIP was established as part of the America COMPETES Act (P.L.

Recognizing Ohio's metropolitan regions as key to the state's future prosperity, a new report outlines 39 policy recommendations aimed at growing Ohio's economy and transforming old strengths, such as manufacturing, into new products and opportunities aligned with federal goals. The report foresees Ohio as an export-oriented, lower carbon, innovation-led economy capable of building on assets of its metropolitan regions such as innovation, human capital, infrastructure, and quality places.

Karina Edmonds will join the Department of Energy as its new technology transfer coordinator starting in April. This is the first time that the Department has appointed a full-time person to fill this role.

Cathy McGonigle has been named executive vice president of the Flinn Foundation. Previously, she held management positions for the city of Chandler, Arizona Department of Revenue and Arizona Department of Administration.

The transition from finite energy sources such as fossil fuels to renewable energy sources is on. The U.S. government, European Union and China are directing billions into the development of renewable energies. Most states have adopted energy standards to encourage the change. North Carolina Governor Bev Perdue recently signed off on a package of economic incentives for small businesses, including tax credits for interactive digital media firms, particularly those that collaborate with the state's research universities or community colleges. Digital media companies, including video game studios, are eligible for a 15 percent income tax credit; 20 percent for higher education collaborations. The bill also provides a 35 percent tax credit for research performed within one of the state's Eco-Industrial Parks.

Several components of Gov. Bev Perdue's JobsNOW small business package related to tech-based economic development efforts in North Carolina were approved in the FY11 budget signed into law on June 30. A program to provide matching funds for Small Business Innovation Research (SBIR) will see its budget more than double in the second year of the biennium and life science programs will receive more than $22 million in recurring appropriations. The enacted budget also extends to Jan.

North Carolina's Golden LEAF Foundation is seeking proposals for a special $4 million initiative to improve STEM education for 4th-to-9th graders in rural, economically-distressed and/or tobacco-dependent regions of the state. Applicants must be a governmental entity or 501(c)3 organization, and are eligible to receive up to $750,000 in funding. The program is seeking projects that have a regional focus and connect educational outcomes to the needs of local industry sectors. Letters of intent are due September 7, 2010.

Specialized and high-tech incubators provide crucial services and resources to promote and enhance Commercialization & Entrepreneurship, one of the six thematic tracks of this year's annual conference. Three sessions tied to this theme will be explored during SSTI's annual conference, focusing on direct lessons from successful and proven TBED programs, regional innovation clustering, and more. Ray Gilley resigned as chief executive of the Metro Orlando Economic Development Commission after nine years on the job. Gilley was responsible for helping lure the Sanford-Burnham Medical Research Institute to Central Florida.

Peter Ginsberg joined the North Carolina Biotechnology Center as vice president of Business & Technology Development.

Kevin Carr was named CEO of Kansas Technology Enterprise Corp., after serving as interim leader since June 2009. KTEC is a public-private partnership charged with promoting tech-based economic development throughout the state.

Four organizations were named winners of SSTI's 2010 Excellence in TBED Award, serving as national models for states and regions investing in science, technology and innovation to grow and sustain their economies and create high-paying jobs.

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

Summer camps focusing on science, technology, engineering and mathematics (STEM) fields are typically designed to spark youth interest and introduce students to career options in these critical areas. However, a vital component of these programs is exposure to scientific challenges that many classroom settings cannot provide.

North Carolina legislators approved last week the fiscal year 2008-09 budget adjustment, providing additional funds for several TBED initiatives within the higher education system. Earlier this year, Gov. Mike Easley unveiled recommendations to use surplus funds to expand university projects aimed at supporting TBED (see the May 14, 2008 issue of the Digest).
