North Dakota Legislature Clears Path for TBED
In the final week of its 2003 Legislative Session, the North Dakota State Legislature passed sweeping legislation that favors tech-based economic development in the state. The Greater North Dakota Association (GNDA), serving as the state's Chamber of Commerce, subsequently issued a summary of those bills targeted toward job growth. Some highlights of GNDA's summary are presented below:
State-Federal Lab Partnerships to be Highlighted May 5-8 in Portland
Many state and regional TBED organizations see federal laboratories as an integral partner in their efforts to promote technology development and commercialization. At least 22 of the leading state TBED organizations across the country have established partnerships with at least one federal laboratory to address a broad range of goals, according to a recent SSTI survey.
Leveraging Partnerships between Federal Laboratories and TBED Organizations
Last week, the Federal Laboratory Consortium for Technology Transfer (FLC) held its annual national meeting in Portland, Ore. The gathering brought together laboratory technology transfer specialists, industry representatives and state and regional TBED organizations, among others, to discuss pertinent issues such as changes in federal legislation affecting intellectual property and SBIR reauthorization, STEM education initiatives, funding opportunities, and best practices for encouraging the successful commercialization of research.

North Dakota State University to Partner with Federal Labs
Last week, three contracts between North Dakota State University (NDSU) and research partners at two Department of Energy federal laboratories were announced, building research opportunities within the Red River Valley Research Corridor. They included the following:
- A $50,000 contract from Sandia National Laboratories to develop water purification membranes through polymer research;
- A $25,000 contract also from Sandia for solar cell research which will utilize technologies patented at NDSU; and,
Oregon Governor Signs $28.2M Innovation Plan
Oregon lawmakers haveagreed to fund nearly all of Gov. Ted Kulongoski’s innovation proposals, including investments in seven new industry initiatives and the creation of two new signature research centers. The innovation plan passed by lawmakers falls $10 million short of the original $38 million proposal introduced by the Oregon Innovation Council and included in Gov. North Dakota Enacts Renewable Energy Plan, Funds Key TBED Initiatives
A number of crucial TBED initiatives introduced earlier this year by North Dakota Gov. John Hoeven were recently enacted by the state legislature, including a $42 million renewable energy plan, $20 million in new funding for university-based Centers of Excellence, a 25 percent R&D tax credit, and additional investments in research and workforce development.
New Income Tax Credit Designed to Fund Oregon Public Universities
Earlier this month, Oregon’s University Venture Development Fund began operations, which will allow the state’s taxpayers to receive a 60 percent income tax credit on contributions that will be applied toward commercialization and entrepreneurial programs at Oregon’s eight public universities. Authorized by the state legislature, the fund will enable $14 million to be provided to the universities in aggregate, with each institution’s allocation formulated by its annual income from research grants and contracts.
Oregon Governor Signs Bill to Create Innovation Council
Gov. Ted Kulongoski last month signed Senate Bill 838, creating the Oregon Innovation Council to provide him and the legislature with advice regarding business innovation in order to strengthen competitiveness in global markets. The council will include representatives from industry, education and government.
Oregon Sets Sights on Innovation Plan
The Oregon Innovation Council (Oregon InC), which spent a year reviewing how best to expand the state’s economy by leveraging industry-supported initiatives with public investments, may get to see the toils of its labor come to fruition. Gov. Ted Kulongoski released earlier this month his 2007-09 budget, with full support for the innovation plan put out by Oregon InC.
North Dakota Legislature Commits $50M for Centers of Excellence
With the recent passage of the state's biennial budget, North Dakota's universities and colleges can now compete for a share of $20 million in matching funds to create Centers of Excellence. The money is the first installment of the state legislature's $50 million commitment to the Centers program, which is the centerpiece of Gov. John Hoeven's initiatives to transform the state's economy toward science and technology.

North Dakota Governor John Hoeven dedicated the lion's share of his State of the State Address to promoting a vision of economic growth for the state based entirely on technology-based economic development. VC Funding Declines in Q3 2014, Reports Examine VC Trends in OH, OR, PA
In Q3 2014, venture capital (VC) investments in the U.S. dropped by 30 percent from Q2 totals, according a new report from CB Insights. Q3 VC deal levels also dropped by 10 percent from Q2 totals. The severe drop, however, can be attributed to Q2 being the most successful VC quarter since Q1 2001. The good news is that the first three quarters of 2014 saw the U.S. VC investment total reach $33.75 billion – an increase of 59 percent compared to the first nine months of last year.
Ballot Preview: Voters to Decide on Taxes, GMOs, Higher Ed
