As budgets for economic development tighten across all sectors, measuring and reporting impact becomes even more crucial for sustaining support. The Association of University Research Parks points to three impressive impact reports released this year from Indiana's Purdue Research Park, Nebraska Technology Park and North Dakota State University Research and Technology Park.

With less than three months until the start of the 2012 legislative session for many states, governors and state economic development groups are working to define areas of investment seen as key to their state's competitiveness. In Florida, Gov. Rick Scott unveiled a job creation and growth agenda that prioritizes science, technology, engineering and mathematics (STEM) education to produce more graduates for a competitive workforce. Meanwhile, leaders in Mississippi and Virginia issued reports that identify industry sectors most likely to grow their states' economies.

Jeffrey Brancato has recently joined NorTech as vice president. Prior to joining NorTech, Brancato was the associate vice president for Economic Development at the University of Massachusetts.

Randal Charlton has announced his retirement as executive director of TechTown, the Wayne State University research and technology park. Leslie Smith, the general manager of TechTown has been appointed to fill the position beginning Nov. 1.

To help meet the goals of Virginia's Top Jobs Act enacted earlier this year, Gov. Bob McDonnell proposed $200 million in additional higher education funding over the next two years. A large portion of the new funds would support cancer and high-tech research, competitive research grant awards, and efforts to graduate more science, technology, engineering, mathematics and healthcare (STEM-H) majors.

SSTI's Tech Talkin' Govs series has returned for its 12th annual edition. The series highlights new and expanded TBED proposals from governors' State of the State, Budget and Inaugural addresses across the nation. The first installment includes excerpts from speeches delivered in Georgia, Iowa, New York, Kentucky, South Dakota, Vermont, and Virginia. Georgia Gov. Virginia Gov. Bob McDonnell unveiled his 2012 legislative and budget actions that support his administration's ongoing Opportunity to Learn K-12 education agenda. The governor's proposed budget also includes $438 million in new K-12 funding over the next biennium.

A recent report from the National Science Foundation's (NSF) National Science Board calls for a new NSF research agenda to identify and develop the next generation of STEM innovators. The board developed a STEM agenda built on findings from a two-year study on math, science and engineering education in the U.S. The report, entitled "Preparing the Next Generation of STEM Innovators," provides recommendations that are intended to help set funding priorities at NSF for STEM education in the coming years.

Often credited with contributing significant revenue to states' economies, research parks also house facilities for workforce training and provide resources for tech-based industries, which is especially important as the nation's employment begins to pick up steam. In West Virginia, officials are building a $15 million advanced technology-training center at the state-owned research and technology park, and in Utah, officials recently broke ground on a building that will house engineers and analysts working on the nation's Intercontinental Ballistic Missile program.

With the end of federal stimulus funding for higher education on the horizon, states are considering proposals to retool current funding formulas for colleges and universities and looking to alternative funding sources to sustain their programs and services in the coming years. Ahead of the 2011 legislative session, groups commissioned by governors in Colorado and Virginia recommended a voter-approved tax and more stable funding streams from the state, respectively.

Bumphus currently serves as a professor in the Community College Leadership Program and chair of the Educational Administration Department at the University of Texas at Austin. Bumphus will begin his tenure with AACC in January.

Catherine Renault resigned from her position as director of the Maine Office of Innovation effective December 3.

The Georgia Tech Enterprise Innovation Institute (EI2), Community Innovation Services, is seeking a group manager for research. The EI2 Community Innovation Services team supports communities with economic and community development research, analysis and planning. Projects range from strategic planning to workforce analysis, from fiscal impact analysis of new or expanding firms to sustainable development strategies for communities of all sizes.

A $25 million fund providing grants for tech commercialization, matching funds for research, and funding to attract "star" researchers to Virginia's universities is a key component of Gov. Bob McDonnell's $54 million Opportunity at Work agenda presented to lawmakers as part of his amendments to the 2010-12 budget. The governor's budget also includes $5 million for a refundable R&D tax credit and an extra $50 million for higher education directed toward increasing college access and economic development opportunities.

Climbing back from a deep recession without over burdening taxpayers is a main focus of this year's legislative session for many states, leaving little room for bold initiatives needed to position state and regional economies for future growth. Nebraska Gov. Dave Heineman, however, is asking lawmakers to look beyond the state's current conditions and invest in economic sectors he says are likely to create high-quality jobs and enhance the state's "economic momentum."

Unlike last year when a wave of new governors pushed sweeping proposals to re-organize economic development activities and grow the economy, the 2012 legislative sessions brought mostly modest changes for tech-based initiatives. While many programs were level funded or received smaller increases than in previous years, a handful of states increased funds or introduced new initiatives to support economic development efforts.

Two measures, one dealing with improving access to higher education in Alaska, and another focusing on economic growth through renewable energy in Nebraska, recently were approved as part of the 2010 legislative sessions. Lawmakers in Alaska passed a measure establishing a merit-based scholarship program championed by Gov. Sean Parnell, but left funding for the program uncertain. Meanwhile, Nebraska legislators passed a bill to promote economic growth through renewable energy export.

Jeff Blodgett, Vice President of Research, at the Connecticut Economic Resource Center, Inc. is retiring.

The University of Virginia has named W. Mark Crowell, vice president for business development at The Scripps Research Institute, to the newly created position of executive director and associate vice president for innovation partnerships and commercialization.

Subra Suresh, dean of engineering at the Massachusetts Institute of Technology, has been nominated by President Barack Obama to be the next director of the National Science Foundation.

Eric Cromwell, president and CEO, and Dan Schmisseur, vice president of operations and strategy, have resigned from the Tennessee Technology Development Corporation.

Arden Bement, head of the National Science Foundation since his appointment as acting director in early 2004 and permanent director in November of that year, will become director of the new Global Policy Research Institute at Purdue University, effective June 1. Bement served as director of the National Institute of Standards and Technology from 2001 to 2004.

NSF directorships are Presidential appointments with six-year terms. Bement's term would have expired in November, 2010. The White House has yet to name Bement's successor.

Nearly all components of a comprehensive legislative package set forth by Gov. Bob McDonnell that would provide tax credits for green jobs, invest in renewable energy R&D, and support the biotechnology and life sciences industries have passed at least one chamber in the legislature at this point. The governor also introduced amendments to the 2010-12 budget proposed by former Gov. Tim Kaine that would provide an additional $50 million for economic development initiatives.

Silicon Valley, a region often looked to for trends in the technology field, is expected to see a rise in the number of new high-tech incubators and the expansion of existing incubators in the coming months. A recent Wall Street Journal article points to these openings as a sign of revival for technology startup companies amid a relatively slow period last year as startup investment plunged during the recession.

Between 2003 and 2007 R&D spending at U.S. small businesses increased by 38.8 percent, according to a recent National Science Foundation InfoBrief. During that period the share of U.S. R&D done by firms with fewer than 500 employees increased from 17.9 percent to 18.7 percent.
