Using one-time lottery surplus funds available for fiscal year 2008, Gov. Joe Manchin wants to invest $80 million in world-class research and specialized job training to propel the state toward a knowledge-based economy. The proposal was unveiled to lawmakers during Gov. Manchin’s State-of-the-State Address last week in conjunction with the fiscal year 2009 budget recommendation.

Last week, Gov. Eliot Spitzer gave New York’s first ever “State of the Upstate” address in Buffalo, outlining his administration’s $1 billion Upstate Revitalization Fund. Among the components intended to encourage economic growth in the northern part of the state are:

New York Gov. Elliot Spitzer nominated Edward Reinfurt to serve as executive director of the New York State Foundation for Science, Technology and Innovation. Reinfurt has been vice president of the Business Council of New York State, a statewide 4,000-member chamber of commerce, since its founding in 1980.

Jim Denn was named deputy executive director of the New York State Office of Science, Technology and Academic Research (NYSTAR).

The West Virginia Venture Connection has named John Hale as executive director.

The 82nd Annual Congress of Cities in Charlotte, N.C., elected Jim Hunt, a councilmember of Clarksburg, W.Va., as the new president of the National League of Cities. Hunt follows Washington, D.C., Mayor Anthony A. Williams.

Technology specialist David Levine, hired by Gov. Joe Manchin in March, is leaving the governor's office to become executive director of the Robert C. Byrd National Technology Transfer Center.

Under enacted budget legislation, the New York Office of Science, Technology and Academic Research (NYSTAR) will become the New York State Foundation for Science, Technology and Innovation by Jan. 1, 2006.

New York's Empire Zones Program dodged a veto from Gov. George Pataki as an agreement was met with the legislature to restructure the program. The state budget, signed into law last week, extends the program and allows for an additional 12 zones to be created throughout the state.

West Virginia Gov. Joe Manchin signed last week legislation establishing the Department of Commerce and streamlining the support operations for the state’s economic development efforts. Senate Bill 1002, approved during the recent special session of the West Virginia Legislature, renamed the Bureau of Commerce the Department of Commerce.

New York Governor George Pataki amended his proposed FY 1997-98 budget to restore funding for the state's technology programs. Pataki's revised budget calls for more than $20 million for technology programs, almost twice what was originally submitted to the legislature in January.
