If there is ever an example of a city-region that can demonstrate the benefits of working as a team to transform its economy through all aspects of tech-based economic development, it would have to be the Oklahoma City area. And fortunately, the vibrant community is based in a state that both understands what is needed for transforming an economy from being natural resource-based to knowledge-driven and is matching talk with real money.

The Oklahoma Center for the Advancement of Science and Technology has announced a trio of new programs. Last month, the OCAST governing board approved a business plan for 2007 that committed $10 million of recently appropriated revenue for high-tech development. OCAST is devoting much of this funding to a new seed capital program, awards for plant science research, and a program to encourage the use of nanotechnology in manufacturing.

Gov. Phil Bredesen has released a comprehensive job creation strategy with a particular focus on producing high-quality research jobs by supporting statewide innovation. Announced earlier this month, "Next Steps: Job Creation" is a four-point plan intended to attract and foster new businesses.

Keith Ridley was named manager of the Tennessee Valley Authority's (TVA) Valley Business Ventures, a new division created to increase jobs and capital investment in high-growth industries and in companies owned by women and minorities in the TVA region.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. Upon ruling in favor of a $50 million bonds issue last month, the Oklahoma Supreme Court cleared the way for an endowed chairs program at colleges and universities throughout the state .

Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

Gov. Phil Bredesen’s budget proposal for 2007-2008 includes more than $100 million in new funding for several new education and high-tech development initiatives and a strategy to spur the state’s alternative fuels industry.

 

Peter Abramo has been named executive director of Cameron University’s Center of Emerging Technologies and Entrepreneurial Studies, effective Aug. 30.

The Oklahoma Center for the Advancement of Science and Technology has named Sheri Stickley interim executive director, following the resignation of William Sibley.

Michael Terry, president and CEO of EmergeMemphis, has announced he will resign at the end of the year.

The Tennessee Technology Development Corporation (TTDC), the lead organization in Tennessee for technology-based economic development, is seeking a president and chief executive officer (CEO). This position is responsible for the overall direction and management of TTDC and its programs, including resource development, finances, contracts, compliance reporting and operational policies. He or she will work with a 22-member board of directors to establish and successfully implement a work plan that fulfills the organization's mission.

Oklahoma is one step closer to positioning itself as a leader in sustainable energy production, with the creation of a $40 million Bioenergy Center.
