As companies across the nation continue to announce massive layoffs during the economic recession, states, localities and private foundations are encouraging entrepreneurial training and providing support services to help create new jobs and assist struggling businesses.

Seven emerging research universities in Texas would receive funding and incentives to help advance their status to nationally-recognized tier one schools following passage of HB 51, awaiting Gov. Rick Perry's signature.

Over the past few months, several states have enacted spending plans for the upcoming fiscal year and passed legislation to support renewable energy initiatives and tax credits for R&D. While some TBED programs will face dramatic cuts in FY10, others are slated for slight decreases or will receive level funding. The following synopsis provides an overview of the 2009 legislative sessions across the following states:

Not all of the news coming out of governors' offices is bad for TBED strategies. For example, just in the past week, governors in Missouri, Ohio and Texas proposed increases in state investments for job creation in emerging fields, higher education scholarships, and technology commercialization and research programs. The following overview provides highlights of their recommendations for TBED proposals in the upcoming fiscal year or biennium.

The University of Texas System Board of Regents recently approved $15 million in funding for three programs that will support innovation and extraordinary effort among its faculty. Two of these programs will make awards for teaching excellence, one for faculty at the University of Texas at Austin (UT Austin) and the other for teaching at the system's other eight universities.

Texas Gov. Rick Perry unveiled his budget proposal for fiscal year 2008-09 with an additional $300 million to recapitalize the state’s Emerging Technology Fund (ETF). The program provides loans and grants to commercialization projects with ties to state universities, and to create research centers in key technology areas. The funding would represent a significant expansion of the program, which received $200 million when it was established in 2005 and no new funding in 2006.

 

Texas Gov. Rick Perry's Competitiveness Council has released its recommendations following a year-long study of the state challenges in the global economy. The study found that Texas lacks the institutional organization to execute transformational economic programs and will require greater collaboration between state agencies to remain competitive in high-tech industries.

According to National Science Foundation (NSF) data released two weeks ago, companies spent in aggregate $247.7 billion on R&D expenditures performed in the U.S. in 2006. Leading the nation was California, with $58.4 billion in industrial R&D, followed by Michigan ($16.5 billion), Massachusetts ($15.6 billion), New Jersey ($14.6 billion), and Texas ($13.3 billion).

Governor Rick Perry recently announced Alan Kirchhoff of Austin has been promoted to director of Texas Emerging Technology Fund (TETF). Kirchhoff replaces longtime Perry advisor and former TETF director Mark Ellison, who left the Governor's Office to become associate vice chancellor of economic development for the Texas A&M University System beginning Oct. 1, 2008.

Coming off the heels of the state legislature's approval of a new Emerging Technologies Fund (see the June 13 issue of the Digest), Gov. Rick Perry announced last Saturday that Texas would provide a $50 million grant to establish the Texas Institute for Genomic Medicine (TIGM).

Karel Schubert has been appointed executive director of the Bioscience Association of West Virginia. Schubert most recently founded and is the chief executive officer of BioSynectics, a St. Louis-based bioscience firm.

J. Michael Saul, deputy director of the R.I. Economic Development Corporation, who served as interim director for a year, is stepping down. Saul had overseen the agency's capital programs such as the Small Business Loan Fund.

One is a proposed tech corridor focused on energy and environment in southeastern Louisiana and the other is being called a "knowledge district" meant to capitalize on the life sciences sector in Providence, but both have the same goal: growing high-tech industry sectors and creating high-wage jobs. Though the concept has been around for decades and is successful in many areas of the country, some states and regions are just now finding their niche and gaining support to establish tech hubs.

As state and federal funding for higher education dwindles and the workforce needs of the new economy continue to shift, state and university officials are reevaluating how higher education is funded, its return on investment for the state, and how universities can better drive economic growth. Recent examples in New York, Ohio and Texas demonstrate how states are implementing new policies to adapt to the changing times.
