Federal obligations for higher-ed S&E near an inflation-adjusted all-time high in 2023

In fiscal year (FY) 2023, federal obligations for science and engineering (S&E) to universities and colleges totaled $49 billion—$29 billion more than FY 2000, and a 10% increase from the prior year. The growth is less rapid when adjusted for inflation (2017 USD), with just over $40 billion in real obligations in FY 2023, a 5% increase over the year prior and $12.6 billion (or 46%) increase over the FY 2000 value.

Federally funded R&D centers increase R&D expenditures by billions

The United States' 42 federally funded research and development centers (FFRDCs) received a record $26 billion in federal government funding in fiscal year 2022 — a nearly 6% increase compared to the previous year. FFRDCs expended $26.5 billion on R&D in FY 2022, marking the ninth consecutive year of nominal growth. On average, FFRDCs have increased R&D expenditures by 1.3% per annum since 2012.

New fiscal year (FY) 2021 Higher Education Research & Development (HERD) survey data released by the National Science Foundation (NSF) reveals a $3.4 billion (4%) increase in research and development (R&D) spending by institutions of higher education ($86.5 to $89.9 billion), driven almost entirely by a decades high federal government R&D funding increase of $3 billion.

NSF requests community input on research topics to address societal needs

The Convergence Accelerator, a program developed by the National Science Foundation (NSF) to invest in research towards developing high-impact solutions for societal issues, requests topic ideas for the 2023 cohort in a Dear Colleague Letter Request for Information (DCL/RFI). Federal funding is a major source of support for the science and engineering (S&E) activities of the nation’s institutions of higher education (IHEs). This week’s edition of Useful Stats shows that in 2019 (the most recent year for which data is available), the vast majority — 87.6 percent or $33.4 billion— of that federal support came from only three agencies: the Department of Health and Human Services (HHS), the National Science Foundation (NSF), and the Department of Defense (DoD).

Combining the adages “necessity is the mother of invention” and “two heads are better than one,” the best innovations often arise by broadening the community of minds focused toward addressing a particular problem or need. The Obama Administration took the concept of funding open innovation competitions toward specific issues to heart, encouraging federal agencies to use prizes and challenges as much as practical.

The Obama Administration took the concept of funding open innovation competitions toward specific issues to heart, encouraging federal agencies to use prizes and challenges as much as practical. Going a step further, Congress enacted legislation in 2011 to make it easier for federal agencies to use the cost-effective tool and the practice was maintained during the four years of the Trump Administration. With early signs suggesting the incoming Biden administration will see a return of many key policymakers and themes from his Democratic predecessor, there may also be a renewed focus on using challenges and problem-solving prize competitions to spur innovation and prosperity coming out of the pandemic. A recent Department of Energy press release adds further weight to this hypothesis and provides a good opportunity for prospective grant seekers to begin to familiarize themselves with the concept in anticipation future federal funding rounds.

The boost in federal R&D funds as a result of the 2009 stimulus package had a significant impact on local economic development, according to a new working paper from researchers at the University of Michigan.

The boost in federal R&D funds as a result of the 2009 stimulus package had a significant impact on local economic development, according to a new working paper from researchers at the University of Michigan. In “Local Fiscal Multiplier on R&D and Science Spending: Evidence from the American Recovery and Reinvestment Act” (ARRA), authors Yulia Chhabra, Margaret Levenstein, and Jason Owen-Smith look at changes in county-level employment in response to increased federal spending on R&D as a result of ARRA. The authors estimate causal effects of the ARRA R&D funding on local economic development, and find that, all else equal, every $1 million in new R&D spending due to the stimulus in a county led to 27 new jobs, with 25 of those being in the private sector. The authors estimate that the cost per each job-year was about $15,000, which is less than the reported costs of other types of federal stimulus programs.

The directorate is open to a broad range of potential partners, from technology developers and innovators creating ideas in their garages, to small businesses and large corporationsand has issued a guide detailing the ways partners can work with the agency.Industry Guide: R&D Investment Priorities and Business Opportunities 2017 includes a table providing an overview of the R&D investment outlook for the types of technologies and capabilities DHS anticipates will address current homeland security needs.

Administration R&D memo emphasizes basic science

The White House Office of Management and Budget released a memorandum on R&D priorities that directs agencies to prioritize basic science and lower costs in their FY 2019 budget requests. R&D investments should be made in military superiority, security, prosperity, energy dominance and health. The memo repeatedly encourages officials to identify, and divest of, research areas where industry is ready to make their own investments toward commercial development.

House Science Committee advancing R&D changes

The U.S. House Science Committee released a letter last week reasserting the majority party’s interest in setting R&D priorities for federal science agencies and supporting appropriation levels that generally align with the White House’s budget blueprint. NMFS Announces Fisheries R & D Program

The National Marine Fisheries Service (NMFS) is accepting applications for the FY96 round of the Saltonstall-Kennedy (S-K) Grant Program. The S-K grant program supports research and development projects that address various aspects of commercial and recreational fisheries including harvesting, processing, and marketing. The program focuses on rebuilding U.S. fisheries for sustainable use. The FY96 base funding for this program is approximately $7.0 million.

Recent Research: What makes place-based economic development policies work?

Place-based economic development is back near the center of federal policy, from Opportunity Zones to the CHIPS and Science Act. That renewed attention comes with a familiar problem: decades of enterprise zones, tax incentives, infrastructure investments, and other geographically targeted programs have produced results that are hard to summarize cleanly. In a new NBER working paper, Matthew Freedman and David Neumark ask the better question: not simply whether or not these policies work, but under what conditions they might work, for whom, and why. Their review points to a practical conclusion: policy design matters and targeting a distressed community with development-focused financial incentives is rarely enough on its own.

For the civic leaders of Osceola County, the Great Recession of 2008 made clear that they could not base their economy so heavily on travel and tourism. By the time COVID-19 hit in 2020, they knew the steps they had taken to diversify their economy were the right ones. When the Build Back Better Regional Challenge (BBBRC) opportunity arose in 2021, the county and its partners were well-positioned to operationalize the benefits the grant presented to the region and create a trained workforce for a recently attracted semiconductor industry. How did Osceola County get here? There are potential approaches to emulate by more areas of the county dependent on low-wage sectors like tourism or, for that matter, extraction-focused regions subject to “boom and bust.”

The impact of tax incentives on early-stage company investment varies

One persistent question in economic development policy is how incentives impact private sector investment decisions. Recent and ongoing research from Murillo Campello and Guilherme Junqueira of the University of Florida, published in the National Bureau of Economic Research working paper series, explores the impact of the Qualified Small Business Stock (QSBS) program on venture capital risk-taking. The researchers found that the availability of QSBS tax benefits strongly influences venture capital investment behavior, specifically in traditionally structured venture capital funds. They also found no similar behavior among angel or corporate investors, an insight that may hold important program design and policy lessons for the TBED community.
