DOE Announces Intent to Fund New NNMI, Clean Tech Manufacturing Pilot Program

The Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE) released a notice of intent to establish and sustain a Clean Energy
Manufacturing Innovation Institute for Reducing Embodied-Energy and Decreasing Emissions (REMADE) in materials manufacturing. The $70 million funding opportunity
will be released in June to enable the development and widespread deployment of key industrial platform technologies that will dramatically reduce life-cycle

Virginia Gov Proposes $25M Research and Technology Fund, $50M Boost for Higher Ed

A $25 million fund providing grants for tech commercialization, matching funds for research, and funding to attract "star" researchers to Virginia's universities is a key component of Gov. Bob McDonnell's $54 million Opportunity at Work agenda presented to lawmakers as part of his amendments to the 2010-12 budget. The governor's budget also includes $5 million for a refundable R&D tax credit and an extra $50 million for higher education directed toward increasing college access and economic development opportunities.

White House Targets Clean Energy Manufacturing to Boost U.S. Competitiveness

Last week the Obama administration launched a new Clean Energy Manufacturing Initiative housed within the Department of Energy. The initiative will use public-private partnerships to drive an open-source, "smart" manufacturing network that will help U.S. clean energy manufacturing firms reduce costs, increase competitiveness, and boost productivity.

Georgia Lawmakers Pass Measure to Enhance Tax Credits, Boost Research Funding

Lawmakers last month approved a $19.3 billion state budget for FY13, which includes funding for many of the recommendations from a task force convened by Gov. Nathan Deal to enhance the state's innovation economy. Specifically, the budget boosts funding for the Georgia Research Alliance (GRA) to recruit researchers and allocates $5 million for cancer-related research. The legislature also passed a measure expanding the Georgia Jobs tax credits and R&D tax credit.

OMB proposes significant rule changes for grantees and contractors

The Office of Management and Budget (OMB) has proposed sweeping revisions to the rules for procurement and grant making (2 CFR Part 200) in the Federal Register. These changes would solidify an August 2025 executive order that gives political appointees final authority over awarding federal grants.

NSF seeks feedback on the new Tech Accelerators initiative

The U.S. National Science Foundation announced the launch of the NSF Tech Accelerators initiative. As proposed, the accelerators will align to four topics—agricultural technology (AgTech), materials technology (MaterialsTech), ocean technology (OceanTech), and scientific instrumentation (SciTech).
