Over the next three years, the National Institute for Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) plans to hold open competitions for MEP center cooperative agreements in all 50 states and Puerto Rico. The process will begin with a demonstration program this summer, in which competitions will be held in six to 10 states in each of MEP’s six regions.

The U.S. Department of Commerce announced a second round of the Investing in Manufacturing Communities Partnership (IMCP) competition. IMCP, a cross-agency initiative, coordinates federal investments behind long-term economic development strategies in manufacturing communities. The first four designee communities were announced in May 2014.

The National Institute of Standards and Technology’s (NIST) Manufacturing Extension Partnership (MEP) intends to publish a federal funding opportunity (FFO) in July 2016 for MEP Centers in the 11 states: Delaware, Hawaii, Iowa, Kansas, Maine, Mississippi, New Mexico, Nevada, North Dakota, South Carolina and Wyoming. U.S. Secretary of Commerce Penny Pritzker announced the solicitation for the second round of the Investing in Manufacturing Communities Partnership (IMCP) will be released in the coming weeks. Each year, the first Friday in October marks Manufacturing Day, a quasi-holiday where manufacturers nationwide open their doors to host open houses, tours, workshops, and other events to educate the public on the current state of American manufacturing. Although the phrase “American manufacturing” may conjure up images of oversized equipment or Rust Belt decay, the industry is, by many accounts, thriving. One of the highlights of this year’s Manufacturing Day was Jay Williams, the Assistant Secretary of Commerce for Economic Development’s announcement of a nearly $1.9 million EDA grant to Wichita State University in South Kansas to support advanced manufacturing, fueling the creation of 500 jobs and providing competitive advantage to the region’s transportation equipment manufacturing industry.

Over the last several months, the Economic Development Administration (EDA) has announced millions of dollars in grants to support tech-based economic development efforts in communities across the country (see recent Digest articles from August 18 and September 8).

Since the beginning of July, the Economic Development Administration (EDA) has announced almost $7.3 million in grants to support advanced manufacturing and support workforce development efforts in communities impacted by the decline coal industry. In Florida and Washington, the EDA announced funding to support the facilities that can house local manufacturing firms and provide the space and equipment necessary for them to create jobs.

A recent study by the W.E. Upjohn Institute finds that the National Institute of Standards and Technology’s (NIST) Hollings Manufacturing Extension Partnership (MEP) Program generates a substantial economic and financial return on investment for the federal government. The $130 million invested in MEP during FY2016 by the federal government generated more than $1.1 billion in increased federal personal income tax, a ROI of roughly 8.7:1, according to Upjohn.

The initiative will concentrate federal economic development spending across agencies and departments on key manufacturing regions with strong economic strategies in place.

Between December 2007 and February 2010, the manufacturing sector loss 2.3 million jobs, according to the Department of Commerce. This drastic decline accounted for about one-quarter of the negative shock experienced during those 26 months and the loss in manufacturing represented one-half the decline in U.S. GDP. In the aftermath of this decline, both public and private sector leaders began to search desperately for ways to stop the bleeding. A new Commerce report, Manufacturing Since the Great Recession, indicates that we may have found some success in halting the hemorrhage.
