White House Announces Winners of Rural Jobs and Innovation Accelerator Challenge

The Obama administration today announced the 12 winners of the multi-agency Rural Jobs and Innovation Accelerator Challenge. Approximately $9 million in federal funding will help support rural public-private partnerships to promote job creation, accelerate innovation and provide assistance to entrepreneurs and businesses in a wide range of industrial sectors in rural regions across the country.

MA Lawmakers Pass Jobs Bill with $50M R&D Matching Grant Fund

A bill introduced less than three months ago to spur economic activity through high-impact university-industry R&D projects and provide tools for tech-based startup companies was passed with overwhelming support in the legislature. In addition to the matching fund, the bill includes funding to provide paid internships to startup technology companies and establishes an entrepreneur and startup venture capital mentoring program. Measures to address the state's skills gap and promote manufacturing competitiveness also are included.

Investors Gravitate to IT, Shy From Life Science, Clean Tech in 2012

In the first half of 2012, venture capitalists invested $13.1 billion in 1,707 deals, according to data from the quarterly survey conducted by PricewaterhouseCoopers (PWC) and the National Venture Capital Association (NVCA). This represents a marked decline from the first half of last year, when investors completed 1,942 deals with $14.7 billion. Though activity picked up in the second quarter (Q2) in 2012, both deals and dollars remained lower than the same quarter last year.

Report Explores Tax Incentives Offered by 13 Western States

In 2010, eight of 13 Western U.S. states currently maintain at least one tax exemption to encourage research and development according to a report from the Council of State Governments. In Trends in Western State Business Incentive, CSG looks at trends in the type and number of incentive business programs being used by 13 Western states — Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming.

Defense, Health Lead in Federal R&D Funding

The National Science Foundation (NSF) has released a breakdown of federal research and development (R&D) funding by research area. The report includes FY10 spending, FY11 preliminary spending levels and proposed FY12 levels. In 2010, national defense led the list of research priorities, receiving 59 percent of all U.S. R&D spending. Health research captured another 21.5 percent of spending. NSF provides tables for each research area that separate spending by federal agency and program.

NGA Reveals 10 Energy Trends to Help Govs Advance Their Goals

OH, PA, WV Collaboration to Host Pilot Manufacturing Innovation Institute

On Thursday, the Obama administration announced it had selected the TechBelt region, encompassing northeast Ohio, western Pennsylvania and northern West Virginia, to host the pilot institute of the National Network for Manufacturing Innovation (NNMI). The new National Additive Manufacturing Innovation Institute (NAMII) will operate as a partnership of more than 60 companies, research universities, community colleges and nonprofit organizations from the region.

SBA Requests Comments on Proposed Changes to SBIR & STTR Programs

The Small Business Administration released two Requests for Information (RFIs) on amendments to the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. In compliance with the SBIR/STTR Reauthorization Act of 2011, SBA has made several key changes to the SBIR/STTR programs relating to eligibility, the award process, program administration and fraud, waste and abuse. Although the SBA has already published the final changes, it is requesting comments on the various amendments made.

Highly Motivated Students, Faculty Play Key Role in Successful University Spinoffs

Moreover, universities should encourage students to explore entrepreneurship through spinoffs as a potential career option outside of academia. State Budgets Better Positioned to Handle Challenges

While still vulnerable to economic shocks both domestically and from international developments, states are reporting improved revenue, spending within budgeted amounts, and the ability to shore up rainy day funds. Ten states and the District of Columbia expect to finish FY12 with year-end balances of 10 percent or more, and new budget gaps are rare and confined to a few states. Overall, state fiscal offices appear better positioned to handle the challenges ahead.

Intra-University R&D Collaboration on the Rise

Research collaborations between institutions of higher education are becoming an increasingly important facet of U.S. R&D, according to the National Science Foundation (NSF). A new NSF InfoBrief reveals that pass-through funds, R&D expenditures transferred from one institution to another, represented seven percent of total expenditures in 2009. In 2000, they represented only five percent of expenditures.

Southern States Must Invest in Postsecondary Education and Training, According to Report

While job growth in the South is relatively strong (20 percent growth) compared to the nation (17 percent), many southern states are trapped in an economic cycle known as a low-wage/low-skill equilibrium, according to A Decade Behind: Breaking Out of the Low-Skill Trap in the Southern Economy — a new report from the Georgetown University Center on Education and Workforce.

Kentucky Beefs Up, Rebrands Network to Support Entrepreneurs

To better serve all parts of the state by connecting experienced mentors with startup companies, the Kentucky Innovation Network has a new name and logo, a tighter focus, and expanded services. Established in 2002 as the Innovation and Commercialization Center program, the Kentucky Innovation Network will offer services to entrepreneurs from 13 locations across the state, and as part of the re-branding effort, three smaller centers will be upgraded to full-service centers.

New York Launches $25 Million Grant Program to Spur Broadband Development

New York Governor Andrew Cuomo announced that the state has started accepting applications for the $25 million "Connect NY" program to promote and expand broadband Internet access. The grants will be awarded to public-private partnerships comprised of internet service providers, local governments and economic-development organizations.
