Building on several of the new programs enacted during the regular legislative session (see the June 15, 2011 issue of the Digest), Gov. Dan Malloy last week signed into law HB 6801, a comprehensive legislative package that authorizes $626 million in bonds to support efforts aimed at job creation. The bill has several components to support high-tech entrepreneurship, workforce development, and incentivize manufacturers and small businesses.

Wisconsin Gov. Scott Walker is the latest governor to call a special session focused on economic development proposals he says will create jobs (see the Sept. 7, 2011 issue of the Digest). Gov. Walker issued the executive order last week, calling it a "Back to Work Wisconsin" special session.

The U.S. Economic Development Administration (EDA) announced the 20 winners of the $37 million Jobs and Innovation Accelerator Challenge. Last week, the World Economic Forum released its annual Global Competitiveness Report, and once again, the U.S. fell in the rankings one more position to fifth place, representing a four-year decline from fourth place in 2010-11, second place in 2009-2010 and first place in 2008-2009. Switzerland held the number one spot for the second year in a row. The report indicates that while many structural features continue to make the U.S.

Women are still vastly underrepresented in science, technology, engineering and mathematics (STEM) jobs and have been for the past decade, even as their share of the college-educated workforce has increased, finds a new report from the Commerce Department's Economic and Statistics Administration. Women occupy only 24 percent of STEM jobs today, compared to 48 percent of all jobs, and although the gender wage gap is smaller (14 percent in STEM fields compared to 21 percent in non-STEM occupations), a clear gender disparity exists nonetheless.

The Council on Competitiveness in partnership with Deloitte released Ignite 2.0: Voices of American University Presidents and National Lab Directors on Manufacturing Competiveness, the second installment of a three-part series on improving U.S. manufacturing competitiveness. According to the report, talent-driven innovation, education and advanced skills development coupled with research, science, technology and full life-cycle commercialization are the necessary drivers for a U.S. manufacturing resurgence.

Much of the recent economic recovery plans coming from governors across the country have focused on growing and nurturing existing businesses through a regional approach to economic development. The idea is that by identifying and defining the unique needs of a region, policymakers and practitioners can then provide the necessary tools and resources to grow industries likely to succeed within a given region, thus improving the overall economic landscape of the state. This approach is happening both in states and at the local level.

Indian and Chinese immigrant professionals trained in the U.S. are increasingly returning to their home countries with aspirations of becoming entrepreneurs, according to the Grass is Indeed Greener in India and China for Returnee Entrepreneurs — a new report funded by the Kauffman Foundation.

A larger number of states are positioned to capitalize on rising employment due to high-growth industries, according to a new report from Wells Fargo's Economic Group — Employment Dynamics and State Competitiveness. These states (i.e., Georgia, North Carolina, Arizona, Virginia and Texas) have been able to couple several high-growth industries with a skilled workforce to build their competitive advantage.

The Economic Development Administration (EDA) in partnership with 15 other federal agencies and bureaus intends to commit $33 million in direct federal funding and provide technical assistance resources for the Jobs and Innovation Accelerator Challenge — a new public-private initiative focused on supporting and accelerating the growth of regional innovation clusters that exhibit high-growth development potential. Approximately 20 industry clusters will be selected through a nationwide competitive process that includes all industry sectors.

Proposals that promise job creation and economic growth have taken center stage in several state legislatures. Lawmakers who recognize the importance of R&D, tech commercialization, access to risk capital, and investment in higher education are fighting for passage of TBED-focused bills in the final months of their states' 2011 legislative sessions.

Manufacturers face a growing talent deficit due to an outdated education system based on 19th and 20th century principles, according to the Roadmap to Education Reform for Manufacturing. The report, coauthored by the Manufacturing institute and the National Association of Manufacturers (NAM), is a compilation of books and research related to education reform and manufacturing topics available on NAM's website.

Oklahoma Governor Mary Fallin signed the Oklahoma Aerospace Engineer Tax Credit — reestablishing a tax incentive that was put on moratorium during last year's legislative session. The legislation extends tax credits of $5,000 a year for up to five years to engineers who are hired in Oklahoma. Under the law, companies receive a tax credit equal to 10 percent of the compensation paid to an engineering graduate from an Oklahoma institution of higher education.

Since 2000, two-thirds of the nation's 51 largest cities have seen on average a 26 percent increase in the number of young, college-educated adults choosing to live within three miles of the urban center — compared to an average increase of 13 percent in the rest of the metropolitan area. In Young and Restless 2011, a new report by Impresa and CEOs for Cities, researchers utilized 2010 Census data to examine the migration of young individuals (between the ages of 25 to 34 year olds).

Minnesota needs additional support for science and technology commercialization, manufacturing and entrepreneurship in order to remain competitive, according to a new strategic plan released by the Minnesota Science and Technology Authority. The plan recommends an initial appropriation of $10 million annually, ramping up over ten years, to invest in the state's R&D capacity, talent development and capital and business development.

SSTI Board member Phillip Singerman has been named as the Associate Director for Innovation and Industry Services for the National Institute of Standards and Technology. He will assume this position on January 31.

Alabama Gov.-elect Robert Bentley named former house speaker Seth Hammett as the director of the Alabama Development Office.

Walter Bumphus has been named the next president and CEO of the American Association of Community Colleges. Bumphus currently serves as a professor in the Community College Leadership Program and chair of the Educational Administration Department at the University of Texas at Austin. Bumphus will begin his tenure with AACC in January.

Two recent reports from Wisconsin economic development organizations suggest different paths for the state's economic initiatives. A white paper from the Wisconsin Technology Council (WTC) lays out a plan to increase access to capital for Wisconsin entrepreneurs, create new workforce development strategies, improve the state's infrastructure and business climate, and implement technology development and transfer strategies. Another report calls for greater coordination and streamlining of Wisconsin's existing programs through the creation of two new entities with a statewide reach.

A recent report from the National Governors Association Center for Best Practices provides states with a blueprint to create a skilled workforce based on the success of the Automotive Manufacturing Technical Education Collaborative (AMTEC). AMTEC is a partnership of 30 community colleges and 34 auto-related plants in 12 states that worked to identify and implement improvements in technical education for workers in advanced automotive manufacturing.

The U.S. Department of Energy has released $100 million in funding for smart grid workforce training programs to prepare 30,000 new workers in utility and manufacturing industries. DOE expects the 54 projects to leverage an additional $95 million in funding from local sources. The awards will augment the $4 billion in funding for smart grid demonstration and deployment projects present in the 2009 Recovery Act. Milwaukee's Public Policy Forum finds that the city has a stronger lean manufacturing/high-tech workforce than many of its peer cities, but still faces challenges in new high-tech business starts and patent generation. The study used benchmarks from six other metropolitan areas, including Austin, Kansas City, Portland, Cincinnati, Indianapolis and Minneapolis. The report recommends new efforts to improve patent activity, resident educational attainment and number of SBIR awards.
